The objective of the course is to provide students with basic knowledge about the concept, classifications, characteristics and complexity of health care systems and ways of their reformation. During the lecture students will analyze examples of international health care systems and ways of providing services, as well as possible application of this experience in the health care system of Serbia.

Expected knowledge and skills of students are the understanding of the meanings of healthcare systems, the ability to analyze and evaluate context, content, changes and evaluation of healthcare systems, the ability to analyze the key features of the organizational structures and ability to evaluate different forms and models of financing in the health care system. Students will also acquire the skills to research and critically evaluate factors which are important for the development and functioning of health care systems as well as basic knowledge about management skills.

Lectures include the definition of organization and financing of the health care system, an overview of global trends in the reform of health care sector, the organization of hospital health care, the organization of primary health care, the setting of priorities and healthcare costs, the fundamentals of development of health care policy and strategy, the basics of workforce planning, fundamentals of legal and economic environment of health care systems. Through practical training students will be engaged in development of the system approach in research, analyzes and assessments of performances of the national healthcare system and comparative overviews of health care systems with a focus on financing and service delivery.
